Testing Statement #2 Below of Section 5.2.4 of CSS1 Spec

5. It is acceptable (but not required) in CSS1 if the small-caps font is
created by taking a normal font and replacing the lowercase letters by
scaled uppercase characters.
PASS CRITERIA:
If statement #5 above is passed, then:
This h3 heading should have small caps; this word(em) is emphasized
and so should be in oblique small caps.
The rules applied should be "h3 {font-variant: small-caps}" and
"em {font-style: oblique}".
All other properties of this page should be UA-default.
