Testing Statement #21 Below of Section 5.3.6 of CSS1 Spec

• 21. If the background image is fixed with regard to the canvas, the image is palced relative to the canvas instead of the element.

PASS CRITERIA:

If statement #21 above is passed, a flag image should be placed in the lower right corner of the canvas. The rules applied are "body {background-image; url(flagbg.gif); background-attachment: fixed; background-position: 100%100%}". All other properties of this page should be UA-default.
