Testing Statement #3 Below of Section 5.5.6 of CSS1 Spec

• 3. The "padding-top" property sets the top padding of an element. Padding values cannot be negative.

PASS CRITERIA:

If statement #3 above is passed, this paragraph should have a padding top of UA-default. The rule stated here "p {padding-top: -0.2em}" should be ignored, because the value is negative. All other properties of this page should be UA-default.
